FBI Seeking to Locate Two Individuals Who Found Chelsea Bomb, Stole Luggage

Authorities said they still are unsure whether Rahami had help.

Local authorities and federal agents are interested in speaking with the unknown men after surveillance footage captured them sifting through luggage left on the sidewalk, removing the pressure-cooker bomb, and walking away from the scene with the luggage.

The wife, thought to be a Pakistani national, left the US for Pakistan in June, according to investigators.

Preet Bharara, the chief federal prosecutor in Manhattan, said Wednesday that while terror charges were filed in both NY and New Jersey, the first case would proceed against Rahami in NY.

Rahami, 28, was arrested on Monday following a shootout with police in Linden, New Jersey.

Waters said the men who removed the bomb from the bag were "very lucky" they weren't hurt. Police also say they have not yet been able to interview Rahami. One of the bombs in New Jersey exploded but didn't kill or injure anyone, and the rest failed to detonate before police recovered them.

While one bomb exploded in Chelsea, another pressure cooker bomb in Manhattan did not explode.
