But as the Syrian civil war ravages that nation, it's not that or any other Middle East country that is sending the most refugees to the U.S.at the moment. To place this in context, the United States has accepted only a fraction of the 480,000 Syrians who've fled their war-torn country, and nearly half of these have been under the age of 14-the rest have gone elsewhere.

Republicans tried to pass blockades to restrict benefits for Syrian refugees seeking asylum in the US, but they did not rally enough support. The crisis is contributing to political upheaval in the region, and to human trafficking and humanitarian crises. Should more people arrive, it would put us under pressure, then we would go into so-called crisis mode.

Polling suggests the public leans in favor of accepting refugees, though at levels far below what Mr. Obama is proposing.

"We are preparing for between 250,000 and 300,000 refugees this year", he said.

At least one governor has had a change of heart on the issue. "As the secretary has said, this is who we are; this is America at its best", said State Department spokeswoman Julia Mason.

Buffalo's four refugee resettlement agencies welcomed 225 refugees from Syria between January 1 and August 31, according to a database maintained by the State Department's Office of Refugee Resettlement.

Kansas and New Jersey have taken the broader approach of completely opting out of the resettlement program.

That's because the White House plans to take in more refugees in the upcoming fiscal year, which starts October 1.

"For generations, the United States has been a safe haven for people fleeing persecution". Each participant of the program is carefully selected from refugee camps.
