Meanwhile, French President Francois Hollande today said it was vital to continue talking to Russian Federation despite major differences with Moscow on Syria, but there was no point discussing unless talks were "frank and firm".

But Paris, angry at Moscow's stance on Syria, suggested turning Mr Putin's trip into a working visit on the Syrian war.

Putin was expected to arrive in Paris next week, but the visit has now been postponed, the Kremlin confirmed.

Speaking at an emergency debate in the Commons into the humanitarian crisis in the country, he said Russian Federation were "shredding global humanitarian law" and "abusing its veto powers" on the United Nations security council. Additionally, Russia's defense ministry announced Monday that it will build two new bases in the Middle East - one in Syria will upgrade a current naval facility and another former Soviet air base in Egypt.

Hollande had earlier suggested to French TV station TF1 that he was mulling whether to cancel the meeting with Putin, saying that those behind the bombardment of Aleppo - alluding to Syria and Russian Federation - had committed "war crimes" in the Syrian city and should be held accountable at the International Criminal Court.

The French leader stressed that the dialogue with Russian Federation is necessary but it must be fair and open.

The Russian leader refused, he said.

Syrian government forces kept up their blistering assault on rebel-held eastern Aleppo over the weekend after a divided UN Security Council failed to agree on a truce in the war-battered city.

Moscow would "wait for when that comfortable time comes", said Kremlin spokesman Dmitry Peskov.

While the European Union says conflicts in Syria and Ukraine need to be kept separate, the latest military offensive by Damascus and its ally Moscow on rebel-held eastern Aleppo further clouds the strained ties between Moscow and the bloc.

"These bombings - and I said it in Moscow - are war crimes", Ayrault added.

Russian Federation has been carrying out airstrikes since September past year to prop up Syrian president Bashar al-Assad.

"Russia and its president aren't facing anything of the kind", Peskov said.

"I made it known to Mr Putin that if he came to Paris, I would not accompany him to any ceremonies, but that I was ready to continue the dialogue on Syria". The worldwide charity, also known by its French acronym MSF, says medical workers in Aleppo are exhausted and that the overstretched facilities face an impending fuel shortage.
