US Accommodates Some Russian Concerns on N. Korea Sanctions Resolution

A United Nations draft resolution set to be adopted Wednesday will ratchet up sanctions on North Korea, with a raft of new measures aimed at preventing Pyongyang from developing its banned nuclear, ballistic missile and other military programs.

A U.N. Security Council vote on the toughest sanctions on Democratic People's Republic of Korea, or DPRK, in two decades has been postponed until Wednesday morning at Russia's request, France said Tuesday.

The resolution would require countries to take the unprecedented step of inspecting all cargo to and from North Korea, impose new trade restrictions and bar vessels suspected of carrying illegal goods for North Korea from ports.

The previous resolutions were adopted after the North's first nuclear test in 2006, its second nuclear test in 2009, its long-range rocket launch in late 2012 and its third nuclear test in early 2013.

He said that in that process, maintaining and boosting cooperation among the members of the six-way nuclear talks, excluding the North, are the most important tasks.

It now includes an exception to the export ban on aviation fuel and a Russia-based North Korean official of an arms exporting body has been removed from the document's blacklist.

But the Taleban have intensified their insurgency in an apparent attempt to gain leverage before the planned negotiations. According Indian Ministry of External Affairs, a suicide blast took place outside Indian consulate's gate.

North Korea's top diplomat blasted the UN Human Rights Council saying the regime has had enough.

A top Chinese Air Force officer has harshly criticized North Korea for being "ungrateful" for Chinese support.

It would be the fifth Security Council resolution imposing sanctions on the North.

On the KOMID official, the envoy said, "He is not even in Russian Federation and that is the problem".
