United Nations diplomats: USA and China agree on new NKorea sanctions

Samantha Power told reporters that the measure would "represent the strongest set of sanctions imposed by the Security Council in more than two decades".

Underscoring the importance that the United States placed on the negotiations, the statement said that President Barack Obama dropped in on the meeting.

According to Power, the sanctions would prohibit the sale of small arms and other conventional weapons to North Korea, closing a loophole in earlier resolutions.

The draft resolution would also ban imports of aviation fuel, with no exceptions, and exports of rare earths and mineral by North Korea, the diplomat said.

T he US will formally present a draft resolution seeking toughened sanctions against North Korea to the UN Security Council later on Thursday, US spokesman Kurtis Cooper said.

USA diplomats on Thursday submitted the draft to the United Nations Security Council after reaching an agreement with their counterparts from China, the North's biggest economic partner.

Under a series of Security Council resolutions dating back to 2006 when Pyongyang conducted its first atomic test, North Korea has been banned from pursuing such nuclear weapons programs and using the type of long-range ballistic missile technology needed for a rocket launch.

On the nuclear issue of the Democratic People's Republic of Korea (DPRK), Wang emphasized China's firm goal that the Korean Peninsula must be de-nuclearized and there can be no war or turbulence.

China may be more on board with the U.S. now because it can see that North Korean progress towards deliverable nuclear weapons is relentless, and it might think that the USA ultimately will simply not tolerate this.

The final countdown has begun for the tough sanctions that the United Nations intends to place on North Korea for its recent nuclear and rocket provocations.

China "really needs" its defences in the South China Sea in the face of a militarisation process being pushed by the United States, and can deploy whatever equipment it wants on its own soil, China's defence ministry said today.

Japan announced on February 10 that it will impose a ban on ships flagged in North Korea and on any vessel calling at North Korean ports prior to arriving in Japanese waters - similar to Ukraine's ban on vessels or crew calling at Crimean ports.

Beijing fears too much pressure could trigger the collapse of the pariah regime, creating chaos on its border. A vote is expected in the coming days.

A proposed cut-off of jet fuel deliveries, which can have applications not just in aircraft but also rocket fuel, will not include exemptions for civilian purposes, meaning North Korea's state airline Air Koryo could face significant hurdles in keeping its fleet in the air.

The new measures, Ms. Power explained, aim not to stifle the North Korean economy at the expense of its population, but reduce the income used to Pyongyang fund its nuclear and missile programs.

In a related development the same day, Japan, Australia and India agreed during their second trilateral dialogue in Tokyo to cooperate on adopting the new resolution.

On the South China Sea issue, Wang reiterated the stance that islands in the region have historically been China's territory. Last week, Wang said that the deployment of missiles to Woody island was for "defensive purposes".
