South Korea, US launch formal talks on deploying THAAD

"China strongly opposes the United States deployment of the THAAD system in South Korea, and hopes the related countries will act cautiously and refrain from jeopardizing China's legitimate strategic security interests".

The official said, "The South Korean Defense Ministry's position is that because of its outstanding military usefulness, the quicker the deployment of Thaad, the better it is".

The joint group held their inaugural meeting at the Ministry of National Defense in Seoul earlier in the day to discuss how militarily effective it will be if the U.S.-built Terminal High Altitude Area Defense, or THAAD, is brought into South Korea, the ministry said in a statement.

The United States and South Korea have repeatedly stated the system would be deployed exclusively for the purposes of defending against a North Korea attack.

Domestic opponents have raised numerous concerns from questioning THAAD's ability to effectively protect South Korea from North Korean missiles to potential environmental damage.

The issue became a hot potato after Gen. Curtis Scaparrotti, commander of the U.S. Forces Korea, first confirmed publicly that Washington is considering deploying Thaad in South Korea to counter the evolving threats by North Korea at a forum in Seoul on June 3, 2014.

China has shown explicit irritation over the missile interceptor to be operated by US forces in South Korea, which they say could spy on China's military posture.

"North Korea has continued its nuclear tests and long-range missile provocations and defied South Korea and the worldwide community's deterrence efforts", the ministry said.

Seoul and Washington had announced in February they would begin negotiations on installing THAAD on South Korean soil, in response to North Korea's nuclear test and space rocket launch; the last one widely considered a veiled missile test. China sees THAAD as a threat to the effectiveness of its own nuclear deterrent, arguing that it could be used to monitor Chinese missile launches as far inland as Xian in the northwest. Gen. Jang Kyung-Soo, the ministrys director general for policy, while the USA side will be led by Maj. However, additional interceptor missiles could raise the cost to 1.5 trillion won.
