US declares 22 Hillary Clinton emails 'top secret'

The department also announced that 18 emails exchanged between Mrs. Clinton and President Barack Obama would not be available to the public but John Kirby, the department's spokesman, clarified the emails did not contain classified information.

The announcement came three days before the Iowa caucuses, when the first votes are cast for the presidential nominations and where Clinton is locked in a tight race with Vermont Senator Bernie Sanders to become the Democratic nominee for the November election.

State Department officials have said that using a private email account was not prohibited and that Clinton never shared classified information over the account.

"This appears to be over-classification run amok", it said in statement.
