Once a Category 4 hurricane with winds of 140 miles per hour, the hurricane was downgraded to a Category 1 on Thursday night.
"It can not be emphasized enough that the most serious hazard associated with slow-moving Florence is extremely heavy rainfall, which will cause disastrous flooding that will be spreading inland through the weekend", the National Hurricane Center said in its 5 a.m. update.
"At the time the imagery was acquired, Florence was a large Category 2 hurricane with maximum sustained winds of 105 miles per hour (169 kph)", NASA wrote on its website.
In all, an estimated 10 million people live in areas expected to be placed under a hurricane or storm advisory, according to the U.S. Weather Prediction Center.
As Hurricane Florence pummeled the Carolinas with life-threatening storm surge, high winds and relentless rain Friday morning, FEMA administrator Brock Long issued a stark warning: "It's only going to get worse at this point". Hurricane-force winds extended 130 kilometres from its centre, and tropical-storm-force winds up to 315 kilometres.
"This rainfall will produce catastrophic flash flooding and prolonged significant river flooding", the NHC said.
On its current track, Florence is expected to hit the Carolinas and Virginia the hardest, the NHC said.
Cooper said 108 shelters are open across the state, with more than 7,000 people already staying at them, as of Thursday afternoon. But authorities warned Florence has an enormous wind field that has been growing larger, raising the risk of the ocean surging on to land and making Florence extremely risky.
Officials said people refusing to evacuate could end up alone, drenched and in the dark, as rescue crews won't go out to help in winds above 50 miles per hour.
The storm's center was about 170 miles southeast of Wilmington at 8 a.m. Thursday, according to a National Hurricane Center briefing.
'Get prepared on the East Coast, this is a no-kidding nightmare coming for you'.
The storm is expected to crawl into far southeastern North Carolina and eastern SC through Saturday, punishing the area over and over with rain and damaging winds.
Florence's center will be moving inland very soon, said the National Hurricane Center in its 5 a.m. update, but it's expected to slow down after it reaches the coast Friday.
"We're still going to get catastrophic inland flooding from heavy rains and multibillion-dollar storm-surge damage along the coast where it hits, " said Jeff Masters, co-founder of Weather Underground in Ann Arbor, Michigan.
Allison James, who lives at Huntersville, Mecklenburg County in North Carolina, says based on reports this area would not be directly affected.
The hurricane's storm surge is already visibly dramatic and represents an ongoing danger as the tides come in and the storm's winds continue to push more water over land.
No area in the United States would be able to easily deal with Hurricane Florence, but the communities in its path this time are more vulnerable than in the past. The vivid presentation - powered by the Unreal Engine, most commonly used in video games - seems likely to serve as a more pressing demonstration of the storm's threat than a mere written warning, and that's vitally important for folks in impacted areas. The experts managed to film the center of Florence as it makes its way toward the east coast, igniting evacuations all across the Carolinas, Virginia and DC.
