Data from an official Hurricane Hunter aircraft showed its maximum sustained winds had risen to near 70 miles per hour (110 kph), from 65 miles per hour earlier on Saturday, with stronger gusts, the NHC said in its latest advisory.

The National Hurricane Center also warned that Florence could cause life-threatening surf and rip currents along the East Coast, from Florida to North Carolina.

The storm had been downgraded from a hurricane to a tropical storm last week before it began to strengthen again over the Atlantic late Friday.

"However, there is still very large uncertainty in model forecasts of Florence's track beyond day five, making it too soon to determine the exact location, magnitude, and timing of these impacts".

The governors of North Carolina, South Carolina, and Virginia have declared respective states of emergency in their states ahead of Florence's predicted landfall.

"Swells generated by Florence are affecting Bermuda and are beginning to reach portions of the U.S. East Coast", the NHC said in an advisory.

North Carolina Governor Roy Cooper issued an emergency on Friday to get emergency operations rolling. The window for the storm to miss the United States coast and turn harmlessly back to sea is closing, CNN forecasters said.

The news release notes that plans could change if forecasts indicate a decrease in the strength or change in the track of the storm. Additional strengthening is expected during the next few days and Helene is forecast to become a hurricane on Sunday.

A tropical storm warning and hurricane watch are in effect for the Cabo Verde islands of Santiago, Fogo, and Brava.

As of Saturday morning, Tropical Florence was moving at nine miles per hour with winds of 60 miles per hour.

Tropical Storm Isaac formed late Saturday afternoon in the Atlantic, between Tropical Storm Florence and Tropical Storm Helene. Meteorologists expect the tropical storm to evolve into a major hurricane by Tuesday night.

"We are preparing for the worst, and of course hoping for the best", South Carolina Gov. Henry McMaster said, adding his declaration would allow state agencies to deploy assets quickly to the coast.

The South Carolina Emergency Management Division tweeted Sunday that officials there are "preparing for the possibility of a large-scale disaster".

The NHC says that Helene is expected to produce total rain accumulations of 2 to 4 inches over the southern Cabo Verde Islands through Sunday.
