State lawmakers send net neutrality proposal to the governor

The California state Assembly passed a widely-heralded net neutrality bill on Thursday, paving the way for a vote in the state Senate and the bill becoming law.

The bill would also ban "zero rating", according to NBC.

"Today was a landmark in the fight to preserve a free and open internet", supporter Barbara van Schewick, the director of Stanford Law School's Center for Internet and Society, said in a statement. "California could pass a gold standard net neutrality bill, providing a template for states going forward", the organization wrote.

With both legislative houses having approved the bill, California Governor Jerry Brown has until September 30 to sign it into law.

Brown's signature would make California the fourth state to pass net neutrality regulations, but by far the most powerful one. SB 822 is the only state-level bill that truly restores all the 2015 net neutrality protections.

If it clears the state Senate and Brown signs it, SB 838 would provide the authorization for California corporations "to issue and transfer stock on a blockchain", as an alternative to issuing traditional share certificates and a share ledger, Hertzberg's office said in a fact sheet. "President Trump didn't change the internet", said Melissa Melendez, a Republican from Lake Elsinore in Southern California. And it would make it illegal for carriers to exempt apps from consumers' monthly data caps if doing so could harm competing start-ups and small businesses in "abusive" ways.

It is now unclear whether or not the California state governor, Jerry Brown, will approve the bill.

Organizations that oppose the bill argue that it only addresses one type of diversity and could be a violation of the state or federal constitution if, say, a company has to turn down a male candidate or swap out a male board member for a female one. Scott Wiener (D-San Francisco).

The bill was passed in the state Senate yesterday with a vote of 23-11, reports the Verge. They are sponsored by Common Sense Kids Action and have support from the Consumer Federation of America, Electronic Frontier Foundation and Privacy Rights Clearinghouse, among others.

Internet service providers echoed Pai's language about regulatory measures, calling California's bill "heavy-handed". "They're still paying attention".
