Sanchez, a 46-year-old economist with no government experience, was sworn in on Saturday, a day after ousting Rajoy's minority conservative government in a no-confidence vote in parliament sparked by fury over a corruption scandal. He has also vowed to implement the 2018 Budget designed by Mr Rajoy's conservative Popular Party (PP) government.

Sanchez, who secured the backing of an unlikely alliance of mainstream Socialists, hard-leftists and Catalan and Basque nationalists to bring down Rajoy, has the slimmest parliamentary majority since the birth of Spanish democracy in 1975.

Lastra said the Socialists plan to call early elections, before the legislature expires in 2020, but did not specifying a date.

Number of seats the Socialists hold in the 350-seat Parliament. Meanwhile in Spain, there's a new president: Pedro Sánchez, who came to power on Friday, thanks in part, to Catalan parties. So now it's the Catalan leaders' turn to ask for something in return.

Both the PSOE and the Catalan separatist leadership have denied any secret agreements.

Solving the stand-off between Madrid and the regional government in Catalonia is a priority for Spain's new Socialist prime minister Pedro Sánchez, who was sworn in on Saturday. The election of a new cabinet ended Madrid's rule, as stipulated in the Spanish constitution.

Torra's call for talks came as his handpicked 13 councilors took oath in the regional presidency in Barcelona - some of them wearing yellow, the color that has come to symbolize the separatist cause.

Torra stressed the importance of a dialogue between pro-independence groups and the Madrid administration.

His most memorable and consequential decision was last year's controversial shutdown of Catalonia's autonomous regional government, after that government's separatist leaders boldly defied Madrid by declaring the region an independent republic.

"This is symbolically important because Mr. Rajoy never did so", said Xavier Torrens, a political science lecturer at Barcelona University.
