Refinery explosion in Superior, Wis., injures at least 20

Roth said the fire did not spread to the huge Enbridge crude oil terminal across the street. But a second fire erupted just after noon. Superior police later said the fire had reignited and extended an evacuation order 10 miles to the south, where the smoke is blowing, and three miles to the east and west. Others were treated on site. All employees were accounted for, according to the company. Another Talarico said another five were treated at St. Mary's Hospital in Superior. Inpatient transfers will be made to St. Mary's Medical Center, as well as Benedictine Health System. She says emergency room physicians describe those patients as awake and alert.

In Duluth, St. Luke's Hospital was treating one person and did not expect to receive any more, spokeswoman Jessica Stauber said. "I was running and then the debris started falling out of the air". Scene stable. More information to come. It's created to protect vessels and people from possible air quality hazards, the military said.

Jauch, who lives in Poplar, was eating breakfast when he heard the blast. "There's a big black plume of smoke coming out". "I thought it was thunder".

No damage estimate was available. A Husky Energy official who spoke at the afternoon news conference said numerous contractors were on site preparing to shut the refinery down for scheduled inspections in May. The fire chief later confirmed five people were taken to hospitals in Duluth, Minnesota.

Members from OSHA's Eau Claire, Wisconsin office are responding to the incident and will be working with local and state authorities. "We want to make sure we're doing it safely". That prompted them to order the evacuation of a three-mile radius around the refinery, as well as a 10 mile corridor south of it where the smoke was heading. "We will be keeping all students in the buildings".

"They pay well, good benefits, they have a real reach in the community".

About 50,000 barrels - or 2.3 million gallons - of oil per day can be processed at the refinery, located at 2407 Stinson Ave.

Murphy paid penalties as part of environmental settlements it reached with government agencies in 2002 and 2010 for its operations in Wisconsin and Louisiana.

It is owned by the Canadian firm Husky Energy, which purchased the refinery a year ago. The facility can process up to 38,000 barrels of oil a day. It's Wisconsin's only refinery, and produces gasoline, asphalt and other products. Product is believe to be crude or asphalt. The refinery is in an industrial area, but there's a residential neighborhood within a mile to the northeast. That fuel is sold throughout Wisconsin and Minnesota, so there could be supply impacts.

"This is a small refinery".
