Court-wary SEC dithers on poll date, differs with state

KOLKATA As a first in the history of Bengal Panchayat polls, Calcutta High Court on Tuesday directed State Election Commission (SEC) to accept nomination of nine candidates through WhatsApp. "The panchayat election will be held on May 14", a spokesman of the SEC told newsmen here.

Polling was scheduled to be held in three phases between 1 May and 5 May and the votes counted on 8 May.

Describing the Panchayat polls as a fight for life and livelihood, he said while the ruling party needs to be defeated, "the state has to be saved from the ignominy of witnessing BJP's victory".

Chief Minister Mamata Banerjee urged all political parties to "maintain courtesy" during the polls so that they are held in a peaceful manner. Ramzan starts in mid-May and we can not impose an election on a section of the society during this fasting period.

Polling had to be deferred after opposition parties BJP and CPI-M moved courts alleging violence and intimidation by the ruling Trinamool Congress during the nomination process.

About 5.08 crore people - almost 74% of the State's voters - are eligible to exercise their franchise for the three-tier panchayat elections across 20 districts of the State.

"The state government asked the SEC unilaterally to hold polls on May 14, and it has obliged".

Holding the petitions challenging the cancellation of notification as maintainable, Justice Talukdar, however, had asked the SEC to issue fresh notification extending the date for filing nominations. The court has directed the SEC to submit a report by April 30.

Meanwhile, after scrutiny of nominations, it emerged on Thursday that the BJP has filed nominations to contest in 34,866 of 58,692 seats to which polling will take place, followed by the CPM-led Left Front, which has fielded 25,256 candidates. He, however, insisted that his party would rather work to defeat the TMC in the polls. There has been continuous attacks on the opposition parties. April 23 was the last date for filing nominations.

Claiming that the current situation in Bengal could invite imposition of Article 356, Chatterjee said "elections are like festivals in Bengal where even the hungry people go and exercise their rights".
