Uber acquires electric bike-sharing service Jump

Uber now has to contend with a few established competitors, like New York's Citi Bike program, which, according to Buzzfeed, saw its 50 millionth ride previous year (Jump averages around 28k trips a month in places like San Francisco).

Under EU law, legislation from member states that affects digital services must be pre-approved by the European Commission.

Uber is still appealing against London's decision previous year, which stripped the company of its license to operate after deeming the start-up unfit to run taxi services.

In another legal setback for Uber, the European Court of Justice has said France is allowed to bring criminal proceedings against managers of the ride-hailing app without notifying the European Commission in advance. Recently, Uber suspended its services in Greece.

There's a provision in the French Transportation Code making the intermediation of unlicensed transport services a criminal offence in the country.

In Uber's argument, France is supposed to seek approval for a new law for taxi operation from the European Commission, a new law that would have jurisdiction on mobility apps and taxis, including legislation that refers to official taxis as the only eligible users of geolocation technology which depicts available cars.

"This case is about whether a French law from 2014 should have been pre-notified to the European Commission and related to peer-to-peer services which we stopped in 2015", a spokeswoman for Uber said. Over the April 7-8 weekend, a court in Cairo, Egypt ruled that a previous decision to suspend Uber and other ridesharing companies' licenses would not be upheld, allowing both the San Francisco-based transportation giant, as well as Dubai-based competitor Careem, to continue their operations for the time being.

Since launching in Europe in 2011, Uber has rattled traditional taxis, sparking protests and spats with local authorities.

Uber, which operates a licensed service in the Greek capital, has faced opposition from local taxi drivers who accuse it of taking their business. According to ECJ, the obligation to notify the commission in advance did not apply, since Uber was offering a transportation service under the European Union law.

"It is about the Commission's effective oversight powers, and we regret to see those being curtailed after today's judgment", said Jakob Kucharczyk, Vice President, Competition & EU Regulatory Policy at CCIA.

In contrast, the Brussels-based Computer and Communications Industry Association called the ruling a blow to the EU's efforts to promote innovation and build a cross-border digital economy.
