All or nothing: the two choices that face Merkel on eurozone reform

Senior party members tried to narrow their differences, but failed to clinch a deal on healthcare.

But the SPD is deeply divided on whether to back her for chancellor for a third time, with opponents in the party pointing to a crumbling of support for the 155-year-old movement from nearly 35 percent of the vote in 2005 to just 20.5 during the Merkel era. "We know what task we have and are trying to do justice to it", she said.

After four months of brinkmanship with her Social Democratic frenemies, Angela Merkel finally has a coalition agreement.

However, any deal will still be subject to approval by the SPD's 464,000 members, who must approve it in a postal ballot before their party can move ahead and join another coalition with Merkel after serving as her junior partner from 2013.

In a sign of progress, the parties concluded their talks on Europe. He belongs to the SPD's conservative wing, raising the prospect of evolution rather than revolution in how Germany transitions from the era of Wolfgang Schäuble - prioritising balanced budgets at home and in the European Union - to EU investment and stimulus politics.

Google, Apple Facebook. and Amazon are in Europe often taxed on profits booked by subsidiaries in low-tax countries like Ireland or Luxembourg even though their revenues are earned across the bloc.

While the deal still recognises Germany's commitment to the strict rules of the Brussels budget, it also calls for the eurozone's ESM bailout fund to be turned into a full-blown European Monetary Fund, and for funding to shield the eurozone from crises.

"This marks a huge change from the policy of Wolfgang Schaeuble regarding European integration, transfer of risks towards the peripheral countries".

With so much at stake, Schulz was determined to extract as many concessions as possible from the tortuous coalition talks to win over sceptics.

An Insa poll on Monday showed mounting pressure on Schulz, with support for the SPD dropping to just 17%, well below its election result of 20.5%, the party's worst since Germany became a federal republic in 1949. Germany, the first economic power in Europe, is now facing an unprecedented political crisis.

It is an agreement in principle between Angela Merkel's CDU and Martin Schulz's (for now) SPD. And the SPD held both the finance and foreign ministries during her first-term "grand coalition" from 2005 to 2009.

"SPD vote against #GroKo would be suicide by fear of death", Enderlein said.

The coalition deal ends more than four months of political limbo in Germany sparked by the poor showing of the country's two biggest parties in national elections past year following a surge in support for nationalists.

The deal, under which the two partners will share what they considered as the most crucial ministries for themselves, will however to be approved by SPD members in the coming weeks.

Conservatives have thus far rejected a push by the SPD to ban short-term employment contracts imposed by employers without justification.

"The three parties have agreed and come closer on many points in recent days, but there are still issues to discuss - particularly on questions of social policy", Social Democrat leader Martin Schulz told reporters as he arrived at Sunday's talks. Make a donation and help pay for our journalism.
