As reports keep coming in, its clear that the accident could have been catastrophic had the gas tanks exploded and the vehicle not stopped at the street. Later, the van was seen bursting into flames.

Firefighters quickly raced to the road as witnesses surrounded the vehicle. The van was carrying reportedly gas canisters and burst into flames after hitting the fence.

Eighteen people were injured - including the driver who is in critical condition in hospital - when the minivan crashed into a fence in front of a Starbucks and slammed into pedestrians at about 9am.

Other witnesses said there were gas cylinders in the vehicle.

Of the 18 people, three are said to have sustained serious injuries and are being treated.

Shanghai police believe the driver was smoking while driving and his van had "dangerous substances" inside, which had caught alight.

"It was terrible", said Liu, who is in his early 60s, two hours after the crash.

While indications showed the crash was an accident, vehicle-driven terrorist attacks have killed scores globally in recent years.

17 pedestrians were hospitalized after the incident, which occurred in the city's Huangpu District, according to Chinese state broadcaster CGTN.
