Choe Son-hui, director-general of the North American department at North Korea's foreign ministry, plans to hold talks with Oleg Burmistrov, Russia's ambassador-at-large, in Moscow, according to the Korean Central News Agency.

The U.S. said it welcomed Moscow's efforts, even though the Russian-Chinese roadmap proposes an end to the U.S joint military exercises with South Korea in exchange for Pyongyang giving up on the nuclear development programme-a proposal the U.S. has already rejected.

Burmistrov spoke then with North Korean Vice Foreign Minister Sin Hong Chol, who said Pyongyang would continue to strengthen its nuclear capabilities and would not negotiate on them with the USA unless Washington abandoned its hostile policy, the official Korean Central News Agency reported at the time.

Russian Federation might be trying to get involved in back-channel diplomacy between Pyongyang and Washington, the sources said.

Speaking in India, US defence secretary James Mattis stressed that the US wants to resolve the escalating nuclear crisis with North Korea diplomatically.

General Lori Robinson, the head of the US Northern Command and the North American Aerospace Defense Command (or NORAD), said today that this fact was something she is "aware of".

"There needs to be a mediator between both sides in order to prevent conflict".

The North sent a delegation to Russia's Eastern Economic Forum, held from September 6 to 7 in Vladivostok, and diplomats at the Russian Embassy in Pyongyang held a ceremony to celebrate the 15th anniversary of former North Korean leader Kim Jong-il's visit to Russia.

China echoed Russia's concerns, and said war on the peninsula would have "no winners".

Burmistrov, Russia's deputy nuclear negotiator, visited the DPRK in late July to discuss issues involving the Korean Peninsula, reports said.

Ulyanov said sanctions would not be enough to solve the North Korean issue. China also recently gave a green light to a package of sanctions in the UN Security Council that attemtps to ban over 90 percent of the country's exports.
