Diplomats said that Russian Federation has put forward a rival draft resolution that expresses concern at last week's gas attack and condemns the USA strike on Syria.

"There is a low level of trust between our two countries", Mr Tillerson said. "The world's two foremost nuclear powers can not have this kind of relationship".

Russian Federation has blocked a Western-led effort at the UN Security Council to both condemn the chemical attack in Syria, and push Moscow's ally President Bashar al-Assad to cooperate with global inquiries into the incident.

US Ambassador to the United Nations, Nikki Haley, called on Moscow to stop protecting Assad, and said the US wants to work with Russian Federation toward a political solution for Syria.

Secretary of State, Rex Tillerson met with Vladimir Putin in Russian Federation.

Washington has said it is hoping to pry Russian Federation away from its support for Assad, but the Kremlin on Wednesday decried any calls to drop the Syrian leader as "pretty absurd".

Lavrov expressed doubt about this characterization.

But Mr Lavrov said that "ousting a particular personality is not on our agenda".

"I'll be speaking with Rex Tillerson in a little while, calling in".

He said they also discussed "approaches to improving our channels of communication".

Any expectations of an easy rapport have crashed into reality amid the nasty back-and-forth over Syria and ongoing USA investigations into Russia's activity connected to the United States presidential election.

"Talking about the whole of the Syrian government, we want it to be democratic, and we want it to be secular as well", he said.

The Khan Sheikhun incident prompted the first direct United States military action against Assad's government since the war began, with 59 cruise missiles hitting the Shayrat airbase three days after the suspected chemical attack.

"Frankly Putin is backing a person that is truly an evil person".

Their relations indeed became more adversarial this week.

"These attempts will not succeed, this will not happen", he said.

At least 87 people, including 31 children, were killed in the alleged attack, according to the Britain-based Syrian Observatory for Human Rights monitor.

Trump's comment came during a joint press conference with NATO Secretary General Jens Stoltenberg after he was asked for his "instinct" about whether it was possible Syria's government could have initiated the attack without Russia's knowledge.
