Lawmakers will continue talks Sunday for a sending plan on the NY state budget that is 24 past deadline.

"The Legislature has not been able to reach total agreement on all issues necessary for a complete annual agenda", Cuomo, a Democrat, said in an emailed statement just before midnight Sunday. The Raise the Age issue remains a sticking point between the Assembly and the State Senate, Gov. Cuomo said.

The governor has been outspoken against the Collins amendment and said it would bring serious cuts to the state's Medicaid program if counties didn't pay their share.

The sides vowed to continue to press for a budget deal, but it was unclear when it could happen. John DeFrancisco, a Syracuse-area Republican.

The measure is necessary to continue to pay for services, programs and pay about 150,000 employees across NY who work for the state.

State Senate Majority Leader John Flanagan said lawmakers had little choice but to pass the emergency bill.

Joseph R. Lentol, a veteran Brooklyn assemblyman who has been central to the chamber's efforts to pass the measure, said on Sunday that some issues he believed had been settled were still vexing, including raising the eligibility age for youthful offender treatment - meaning that a defendant's records are sealed.

Assembly Democrats want nearly all cases involving youth to start in family court, while Senate Republicans want to keep most violent felony cases in criminal court.

"We're not looking at that", Heastie said of the possibility of a shutdown. School budget votes are next month, and without a state spending plan, districts would be left in the dark regarding how much funding they will have for the next school year.
