The House bill would freeze the Medicaid expansion in all states by 2020, gradually shrinking the program's enrollment over time, and cap Medicaid spending on individual enrollees.

Republicans in the Budget Committee pushed nonbinding proposals to phase out the Medicaid expansion more rapidly, help low-income people more with tax credits and require able-bodied Medicaid recipients to meet work requirements.
