Aside from the delay on recreational cannabis retail, the state has had a decent track record when it comes to treating marijuana users as law-abiding citizens.

The seemingly informal session did not garner a lot of public notice, with just two senators present Wednesday morning: Senate President Stanley C. Rosenberg and Republican Minority Leader Bruce Tarr.

The move has prompted frustration, even outrage, for pro-legalization advocates who believe the Legislature violated the public's trust.

Mr. Elrick, who spoke at local forums in favor of Question 4, the ballot initiative to legalize recreational marijuana, said that a handful of legislators by their vote overruled 1.8 million voters in the state, which he said only added to cynicism about government.

Massachusetts Gov. Charlie Baker says a six-month delay of several key provisions in the state's voter-approved recreational marijuana law seems "perfectly appropriate".

As the Globe notes, part of the law, which legalizes possession and home-growing, took effect on December 15 and wouldn't change under the measure, but the state is now in a legal gray area.

The move by the house has now made it illegal to sell pot barring registered medical marijuana patients in MA.

"We definitely want this signed into law within six months", Rosenberg said Wednesday of the anticipated new marijuana legislation.

"Luckily, we are in a position where we can learn from the experiences of other states to implement the most responsible recreational marijuana law in the country".

The ballot measure established firm deadlines for the state to appoint the Cannabis Control Commission, draft and approve regulations, vet applicants and issue licenses for retail sales and cultivation, and to establish seed-to-sale tracking systems.

The Legislature has for years shied away from marijuana debates, looking on as voters approved three laws easing restrictions on the intoxicating plant.

He said that he was unaware of the measure before the vote but he was not surprised.

Borghesani argued, though, that ballot measure had already factored in implementation concerns, said the Herald.

Waterfall said attorneys who crafted the legalization law, which was passed by MA voters in November, looked to other states and included a reasonable timeframe that didn't need to be delayed.
