More than 2,000 people arrive daily from Turkey to Greece, where many have been stranded as countries on the main migrant route through the Balkans are aiming to stop them moving north.

"They have been bombed in their homes, have risked their lives to escape to come to Greece, the gateway to Europe. It is all for nothing".

 Around 8,000 people have been stranded - many for more than a week - on the Greece-Macedonia border, in increasingly squalid conditions, with shortages of food, water, shelter and sanitation.

"Schengen and our union is at stake", he warned, as he called on member states to move from "unilateral decisions on reintroducing border controls towards a co-ordinated approach".

In the European Parliament, lawmakers welcomed the new financial tool for responding to the crisis, but Guy Verhofstadt, who leads the Alliance of Liberals and Democrats, said it was "far from being a solution" on its own.

Senior EU diplomats said that in negotiations on Thursday with Frans Timmermans, the vice-president of the European commission, Turkish prime minister Ahmet Davutoğlu pledged that all "economic migrants" arriving in Greece and not qualifying for asylum could be returned to Turkey.

With Macedonia tightly restricting passage across the border, only around 500 Syrian and Iraqi refugees have been allowed through since Tuesday, according to Greek police.

In response, Greece recalled its ambassador to Vienna, and Greek Prime Minister Alexis Tsipras called Austria's behavior "unacceptable".

More than a million people came to Europe from countries including Syria, Iraq, Eritrea and Afghanistan past year and at least 133,000 have arrived on the continent so far in 2016.
