Head of the U.N. Assistance Mission in Afghanistan, Nicholas Haysom, said such casualties is not to be acceptable.

The report also documented a 37 percent increase in women casualties and a 14 percent increase in child casualties. The year of 2015 was reported as the worst for Afghan civilian casualties. Seventeen percent of all casualties in 2015 were caused by such forces, the report said.

The spike in civilian deaths was attributed to an increase in ground fighting between the Taliban and Afghan security forces, and suicide bombings and other attacks in major cities carried out by anti-government forces including the Taliban.

He then tried a return to politics, losing to his opponent in the democratic primary for comptroller of New York City in 2013. Spitzer resigned as governor in 2008 following an investigation into financial transaction that revealed he had paid for sex.

The UNAMA report highlighted large-scale attacks in the capital Kabul, particularly two suicide attacks on August 7 that it said caused 355 civilian casualties, including 43 dead and 312 wounded. "Other children suffered the loss of parents, and increasingly their mothers, sisters, and female role models". The figures are the highest since the United Nations began keeping track in 2009.

Some 17 percent of civilian casualties were unattributed while the rest 4 percent of casualties were caused by explosive remnants of war, according to the report.

The departure of most North Atlantic Treaty Organisation combat troops at the end of 2014 coincided with an increase in attacks by the Taliban, who are seeking to reinstate the strict Islamist rule they established in the 1990s but lost to the United States and its Afghan allies after the September 11, 2001, terrorist attacks.

He quoted the latest Annual Report on Protection of Civilians in Armed Conflict produced by the UN Assistance Mission (UNAMA) together with the UN Human Rights Office (OHCHR). Obama Won't Appoint Scalia Replacement While Senate Is Out This Week
The Supreme Court of the United States is too important to our democracy for it to be understaffed for partisan reasons. Senate, which is controlled by the Republicans, has to confirm the appointment.

The report includes a number of recommendations for anti-government elements, the government of Afghanistan, and International Military Forces for parties to "mitigate casualties and protect civilians from harm". "Unprecedented numbers of children were needlessly killed and injured a year ago", said Danielle Bell, the U.N. Director of Human Rights in Afghanistan, according to a release.
