The NCAA will soon vote on several new rule proposals for the 2016 college football season.

Rules passed by the committee must still be approved by the NCAA Playing Rules Oversight Panel (PROP) on March 8. Each conference would decide whether to put replay officials in a central hub to assist with calls made on the field at the stadiums. But it didn't have much impact on Saturdays with the exceptions of decisions not involving rules, like weather or uniforms.

Redding also said the committee will allow conferences to experiment with centralized video replay systems, where officials will monitor games from a command center away from the stadiums and have the ability to review plays.

The NCAA's committee for football rule changes voted in favor of expanding instant replay to get targeting penalty calls correct. All targeting fouls are reviewed and can be overturned, but replay officials have been limited to reviewing only if there was forcible contact to the head.

"In a small number of cases, the committee believed players were incorrectly disqualified from games", the NCAA said in a statement. Now, Redding said, officials will be allowed to look at other indicators of targeting, such as whether a player launched himself and the location of contact.

One of the major changes is the expansion of the instant replay official's role when it comes to calling targeting fouls.

Coaches would also be able to use electronic devices in the press box and the locker room during the game.
